local energy clubs.
A group of residents gets together with a local green energy
generator, e.g. a solar array or wind turbine, to buy electricity
at advantageous rates at times when the generator is productive -
i.e. in windy / sunny conditions. Residents buy power at these
times at a reduced rate, whilst the generator sells at a higher
price than when feeding into the grid: so both parties win.
Residents can monitor when cheap electricity is available via a
website, and a smart meter verifies useage in 30 minute
intervals.
A crucial advantage over community energy schemes appears
to be that local residents can get together to partner with an
existing generator rather than start from scratch with attempting
to, for example, construct a turbine and get it connected to the
grid. By teaming up with an existing generator the need for huge
capital investment can also be avoided.

campaigns for the setting up of local energy clubs, of which there
are examples here in Devon.
